DETROIT (AP) — Basketball legend Dave Bing was elected Tuesday as Detroit’s mayor through the end of the year, sweeping the incumbent from office in the city with myriad problems.

“The real work starts now,” Bing said to loud cheers during his victory speech.

“What we will bring … is efficiency, transparency, honesty and integrity back to the mayor’s office,” he said.

He has to work with City Council which includes both Ken”Shrek” Cockrell who he Defeated and the One and Only Monica “Grease Me Up” Conyers.

This is Monica Conyers, you may remember her – she’s the wife of Congressman John Conyers of Detroit.

anyway this is a quick video refresher on this chica.

Today she goes back to her old job of being just president pro-tem council person; instead of council president.

She’s sure to be in a sour mood when council convenes this morning. It’s  probably because her nemesses Ken “Shrek” Cockrell (show above at his swearing in) lost the special election held in Detroit, to fill the remainder of the term vacated by Kwame “The Mack” Kilpatrick.

It Screws the Proposed Budget; as well as lots of other large events that would have been booking into Cobo Hall if they had the damn doors and elevators fixed.  who has an auto show where they have to basically drive the cars in from the roof, after you drive them up a winding ramp ontop of a fricken building; because your ground floor doors are broke and or your elevators are broken; For YEARS – This is a Major Convention Facility we’re talking about here.

North American International Auto Show May Move Out of Cobo

After the Michigan Court of Appeals ruled in favor of Detroit’s city council, the co-chairman of the North American International Auto Show said the show may move from its long-time Cobo Center home to another southeastern Michigan venue.

The court upheld an earlier ruling that Detroit Mayor Ken Cockrel could not veto the Detroit City Council’s rejection of state legislation that would have placed Cobo into the hands of a regional authority, and poured some $288 million into renovating the convention center. Cockrel’s press secretary said the mayor will not appeal to the Michigan Supreme Court.

Without renovations and expansions to the center, Douglass Fox, one of the co-chairman of the Detroit auto show, said new locations would be considered for housing the show.

“At this point we need to consider any viable option that might be out there for us,” Fox said. “There have been leaders – L. Brooks Patterson comes to mind – who have made those overtures. We need to explore those options.

“It has taken 20 years to build the show into the international show that it is today, and our committee is in total agreement and solidarity that we must protect the stature of this show. If it means considering other venues, then that’s what we have to do,” he said.

Oakland County Executive L. Brooks Patterson has said he would try to attract the auto show to Oakland County if the plan to transfer Cobo to a regional authority failed.

Fox said he doesn’t predict a viable plan to improve Cobo will emerge without the cooperation of a regional authority.

“I say this, not challenging anything, or with any angst at all, but we have a business, a very viable business, that generates between $350 million and $500 million in economic benefit a year,” Fox said. “We just can’t allow that opportunity to be jeopardized, for the region or for the auto dealers.”

Cockrel will continue working with the city council, Michigan Governor Jennifer Granholm and state legislators to come up with a plan to get Cobo the renovations it needs, he said in a statement.

“We have every intention of retaining and expanding the North American International Auto Show, and attracting new conventions and trade shows to Detroit. The Final Four, the All-Star Game, and many more major events have proven in recent years that Detroit is a tremendous host, and our guests have a great time when they’re here.”

City auditor questions Detroit mayor’s budget

Detroit Mayor Ken Cockrel Jr.’s budget for fiscal 2009-10 overestimates revenues, underestimates appropriations and doesn’t adequately address the city’s projected budget deficit, according to a report by the city’s auditor general.

Revenues in the mayor’s $3.6 billion budget could be too high by $25 million, Auditor General Loren Monroe wrote in a report to the Detroit City Council, and appropriations $35 million too low.

Both property and income taxes are not likely to meet the $529 million projected in the budget, the auditor wrote in the May 1 report, based on current economic conditions, and could fall short by a collective $22 million.

Payroll and salary estimates are on target, Monroe wrote, but said that insufficient funds are budgeted for overtime expenses.

The auditor also said that the administration hasn’t released enough information about the proposed securitization of revenues from the Detroit-Windsor Tunnel and the municipal lighting and parking systems to enable his office to determine whether those measures would suffice to eliminate the city’s $280 million deficit, carried forward from past years.

Forbes ranks Detroit tops — in danger

Detroit has earned a dubious distinction from Forbes Magazine: the Most Dangerous City in America.

Basing the ranking on the city’s rate of 1,200 violent crimes per 100,000 people and other violent crime statistics from the FBI, Forbes determined that Detroit is tops on its list of dangerous cities. Detroit is followed in order by the Memphis and Miami metropolitan areas.

“Detroit has historically been one of the more violent cities in the U.S.,” said Megan Wolfran, an analyst with iJet Intelligent Risk Systems, a Maryland-based risk assessment firm. “They have a number of local crime syndicates there — a number of small gangs who tend to compete over territory.”

The Forbes article states that some of Detroit’s problems stem from a huge population decline since the 1960s coupled with rapid suburbanization and a decline in manufacturing jobs.

The article is snarky in tone and mentions the jailing of former Mayor Kwame Kilpatrick. The piece ends with mention of Kenneth Cockrel Jr. becoming mayor last September and not having committed a felony since. But the piece gets the year wrong in which Cockrel assumed office, stating it occurred this year instead of last.

it was all over Detroit radio that this is the reason his wife has not been coming to visit him since he has been in WCJVIP; begining in October 08‘. seems like they are finally hearing from some of those folks who were having a problem getting their attention.  According to Detroit talk radio show hosts, it sounds like a call from any of the thousands of folks that the Kilpatricks’ crossed and crossed out in their time running the D into the ground.

Ex-Detroit mayor can leave Mich. for job interview

DETROIT – Former Detroit Mayor Kwame Kilpatrick will be allowed to leave the state next week to interview for a job.  Wayne County Circuit Judge David Groner on Wednesday approved Kilpatrick’s request to travel outside Michigan following his release Tuesday from jail.

Kilpatrick has 24 hours after his release to report to probation officials. Attorney James Thomas says his client’s interview is Feb. 4. Kilpatrick must return to Michigan by Feb. 9.  Where Kilpatrick would be going and where his family has relocated was not revealed in open court. However, Thomas did mention Texas.

Kilpatrick will be on probation for five years.  He lied during a whistle-blowers’ trial about a romantic relationship with his ex-top aide and his role in a police official’s firing.

Attorney: Kilpatrick, family received death threats

DETROIT — An attorney for former Mayor Kwame Kilpatrick told a judge Tuesday that Kilpatrick and his family have received death threats.

The attorney, James Thomas, asked Wayne Circuit Court Judge David Groner to allow Kilpatrick to travel to Texas for a job interview upon release from jail next Tuesday, but asked that details of the trip be kept a secret.

“I’m very concerned about leaks,” Thomas said. “I’m very concerned about the safety of his children and his wife.”

He said the threats were reported to Detroit police.

Kilpatrick is scheduled for a job interview on Feb. 4 with “board action” expected the next day, Thomas said.

The former mayor would return to Detroit on Feb. 9, he said.

Groner said he would not allow Kilpatrick to travel join his family, but would allow him to travel for a job interview.

Prosecutors asked that Kilpatrick turn over his passport before any trip out of state.

Kilpatricks, Conyers among 8 named in FBI bribery probe

Former Detroit Mayor Kwame Kilpatrick, his father, Bernard Kilpatrick, and City Council President Monica Conyers are the major figures cited in a sludge-hauling executive’s account of greed and bribery in the Synagro scandal, sources confirmed Tuesday to the Free Press. The three have not been charged with wrongdoing in the case.

Their names — and others — emerged with additional details about the government’s investigation into city corruption.

The Free Press has learned that James Rosendall, the former Synagro Technologies vice president who pleaded guilty to bribery Monday, has been questioned about his contacts with other executives at Houston-based Synagro.

FBI agents recorded one Synagro official on a phone call with Rosendall discussing Rosendall’s efforts to win the $1.2-billion contract in Detroit, one source said, adding that executive has since been suspended by Synagro.

Rosendall, 44, of Grand Rapids is the government’s star witness in the Synagro probe and has provided the FBI with little, if any, direct evidence that cash was funneled to Kwame Kilpatrick, according to sources familiar with the case.

One source also said that Kilpatrick’s jailed former chief of staff and lover, Christine Beatty, does not appear to be a target of the Synagro probe.

Other figures named

In addition to the Kilpatricks and Monica Conyers, the Free Press has identified five other people who were cited — but not named — in Rosendall’s plea records Monday.

Sources identified those five as onetime mayoral aides Michael Tardif and Derrick Miller; Detroit developer and Synagro consultant Rayford Jackson; Akunna Olumba, a business associate and former girlfriend of Bernard Kilpatrick, and former Conyers aide Sam Riddle.

They all declined to comment or could not be reached Tuesday, though Riddle just told WXYZ-Channel 7 he did not funnel Synagro money to Conyers, as the plea agreement alleges. “I was not that intermediary and I did not have that conversation with Rosendall,” Riddle told reporter Steve Wilson. Referring to today’s Free Press report, Riddle called the newspaper’s headline “misleading.”

Acting U.S. Attorney Terrence Berg wouldn’t confirm any identities Tuesday, repeating his view that it’s improper to link people to possible crimes if they have not been charged.

“You shouldn’t accuse people until you’re prepared to go into court and back it up,” Berg said.

A lawyer for Kwame Kilpatrick declined to comment Tuesday.

Bernard Kilpatrick, who runs a Detroit consulting firm, “absolutely” denied he was the Relative A to City Official A cited in Rosendall’s plea deal.

“That was a blatant lie,” he said of the plea document, which contends that Rosendall paid him $25,000 to help win the 2007 Synagro contract.

Conyers wouldn’t discuss Rosendall’s plea deal.

“Why don’t you ask the other people?” she told a reporter after a meeting Tuesday. She previously has said she has nothing to fear from the federal investigation, which also extends to other city contracts and business deals.

Time is running out

The identities of the eight individuals emerged Tuesday as legal experts debated why federal prosecutors described the eight with names such as City Official A, Relative A and City Council Member A.

Most experts interviewed Tuesday said Rosendall’s highly detailed 18-page plea agreement sends a clear message that time is running out for anyone who participated in the conspiracy but who so far has refused to cooperate.

“The window of opportunity to cooperate with the government will only be open for a short time, and whoever comes in first will get the best deal,” said Detroit criminal lawyer David Griem.

In a related development, a Synagro spokesperson confirmed that Rosendall was fired Tuesday from his job as the company’s Michigan vice president. He had been suspended since last summer when the scandal broke.

Rosendall pleaded guilty Monday to a single count of bribery conspiracy, a deal that will likely require him to spend 11 months in prison and pay a fine up to $250,000.

After the FBI confronted Rosendall with evidence early last year, he cooperated with its investigation by helping agents record conversations and alleged payoffs with city employees and others.

Cooley Law School professor Alan Gershel, former head of the U.S. Attorney’s Criminal division, said he was surprised by the amount of information contained in the documents released Monday in connection with Rosendall’s plea, saying they usually don’t have as much detail.

Mayer Morganroth, the lawyer who represented Beatty in the text message scandal, said the government’s high-profile tactics could be putting the squeeze on people who will have to decide soon between becoming witnesses or defendants.

“Maybe one of them will see the information and say, ‘I better get myself in there.’ ”

Detroit City Council asks mayor to rescind Synagro contract

The day after a vice president for sludge hauling company Synagro Technology pleaded guilty to bribing city officials, Detroit City Council members approved a resolution asking Mayor Ken Cockrel Jr. to rescind a $1.2 billion, 25-year Synagro contract.

Council President Pro Tempore Joann Watson introduced the resolution to rescind at Tuesday’s formal session.

Several council members expressed vocal support, but some urged caution.

A representative from the city’s Law Department warned that rescinding the contract without a legally defensible cause could open the city to a breach of contract suit from Synagro.

“I would hate to see anything that could allow Synagro to bring suit against the city after all this mess,” said Councilmember Alberta Tinsley-Talabi.

And there are practical concerns: “They’re currently hauling sludge,” said Councilmember Sheila Cockrel. “We need to find an alternative way to get it off the premises.”

Investigators have alleged that the company paid bribes to obtain the contract, approved 5-4 by City Council in 2007.

James Rosendall, the Synagro vice president, pleaded guilty Monday. He confessed to illegal dealings with multiple unnamed city officials, including an unnamed council member.

Watson, who opposed the contract in 2007, said her chief concern is the issue of privatizing city services. Synagro functions, she said, could be performed by municipal workers.
