KNOXVILLE, Tenn. (WVLT) — On paper, he has 20 possibly 21 children.


With a minimum wage job, he can’t afford to support them all.What is the state to do?

Desmond Hatchett, 29, told WVLT he wasn’t out to set a record, though he certainly holds it in Knox County Juvenile Child Support Court.

Hatchett’s children range in age from newborn 11.

There are at least 11 mothers; probably several more.

Constitutionally, there is nothing the state can do to limit him from having more.

“I had four kids in the same year. Twice.” Desmond Hatchett told Volunteer TV.

On Friday, his name appeared on the docket 11 times; Representing about 15 of his 21 children.

“Can you keep up with it all?” WVLT asked Hatchett.
“Yeah,” he said.
“You know all their names, and ages and birthdays?”
“Yeah.”

Hatchett’s name is pretty controversial at the old courthouse.

“The children can’t be supported all by Desmond, so the state of Tennessee has had to step in,” Hatchett’s attorney Keith Pope said.

It’s your tax dollars at work.

WVLT spoke with one mom who has two children with Hatchett.
She is supposed to get $67.50 a month. But many times, she gets a lot less than what she’s owed.
They all do.

“It’ll make it through half the month,” the unidentified mom said.

She told Volunteer TV, Hatchett is the father of her two sons. And she says her 4-year-old is expensive enough on his own. “He’s a heavy milk drinker. And milk is not cheap,” she said.

“It’s frustrating, but usually, when I ask he give it to me,” she continued.

It’s due process– the state is only allowed to take 50% of Hatchett’s paycheck.
That’s 50% split multiple times.

“You look at when they filed, how many children they have– he has several mothers that he has two children with. And, it’s tough” Pope explained.

Still, Hatchett says the women knew what they were getting into.
They were all aware of his large family.

One said, she doesn’t like it but she deals with it. “It’s about the kids. Not the parents,” she said.

Hatchett agrees he should do what’s best for the kids.

“Do you intend to keep having children?” WVLT asked.

“No.” Hatchett replied.

“You’re done?”

“I’m done. I’ll say I’m done.”

“What made you say that?”

“I didn’t intend to have this many. It just happened,” Hatchett said.

Desmond Hatchett spent part of Friday afternoon jailed while a child support referee decided how to split up the $400 he brought to court.

If he doesn’t pay what he owes, he will go back to jail because he is on an automatic jail order.

The mothers of Hatchett’s children are supposed to get anywhere from $25 to $309 a month, but when his paycheck is garnished amongst them all, some women only get a $1.98 a month.

Many people with albinism are living in fear in Burundi

Witnesses have testified in the case of 11 men in Burundi, accused of the attempted murder of albino people and selling of their body parts.

Initial charges of murder have been dropped because the prosecution failed to produce enough evidence.

Police suspect the body parts are being sold in neighbouring Tanzania, for use in witchcraft.

Forty-six albino people have been murdered in Tanzania in the past 18 months, but no-one has been convicted.

But the violence against albinos is not restricted to Tanzania; last November a six-year-old albino girl in Burundi was found dead with her head and limbs removed.

‘Desecrating graves’

Thursday’s hearing in the eastern province of Ruyigi, near the Tanzanian border, has generated a great deal of interest.

Witnesses travelled from the remote north-east of Burundi to give testimony linking one of the defendants with the killers of a married man with albinism whose body parts were allegedly taken to Tanzania.

The case began last week, but had to be adjourned after witnesses failed to show up.

The BBC’s Prime Ndikumagenge says the courtroom is so crammed many people are waiting outside to hear details of the evidence second hand.

Our reporter says eight of the accused allegedly helped traffic albino body parts and desecrated a graveyard to take the parts of someone who was buried.

The rest of the defendants are accused of attempting to kill an albino child. The accused deny the charges.

Witchdoctors in the region are known to tell clients that potions made with albino body parts will bring them luck in love, life and business.

BBC East Africa correspondent Will Ross says Tanzania’s government has promised action and the fact that there have been no reported attacks or murders of albinos for two months in Tanzania provides some hope.

Hundreds of people including witchdoctors and business people have been arrested but the justice system in Tanzania is notoriously slow and corrupt and so far nobody has been convicted, he says.

Albinism affects one in 20,000 people worldwide, but in Tanzania the prevalence appears to be much higher.

The Albino Association of Tanzania says that although just 4,000 albinos are officially registered in the country, they believe the actual number could be as high as 173,000. A census is now under way to try to verify the figures

Swazi politician Timothy Myeni calls for HIV buttock branding

SWAZI residents have been asked to debate a politician’s call for HIV positive citizens to be branded on the buttocks.

The Times of Swaziland asked for feedback on best ways to combat HIV and rights to freedom of speech after Timothy Myeni told fellow politicians that all Swazis should be tested for HIV and their backsides marked if infected.

“I have a solution to this virus. The solution will come from a law that will make it compulsory to test for HIV. Once you test positive, you should be branded on the buttocks,” the member of parliament said last week.

“Before having sex with anyone, people will then check the buttocks of their partners before proceeding with their mission,” the newspaper reported him saying.

Landlocked Swaziland is one of the world’s poorest nations with the highest HIV prevalence in the world under the rule of Africa’s last absolute monarch King Mswati III.

Miyeni, who leads a popular gospel group, has stuck to his call for compulsory HIV testing but apologised for the buttocks branding suggestion.

“I am very sorry for saying HIV positive people should be branded, I did not know it would turn out like this. I have seen that the suggestion was very offensive and many think I was discriminating, so I withdraw my statement,” he said last week.

Reader responses will be published in the Times of Swaziland next Tuesday, the newspaper said in its online edition.

A proposal to brand the buttocks of people suffering from HIV has caused outrage in a country ravaged by the disease.

Swaziland MP Timothy Myeni suggested making HIV tests compulsory for every person in the southern African state and then forcing those who were infected to be permanently marked with a warning logo.

Mr Myeni claimed the scheme would help stop the spread of the killer disease by reducing sexual activity between HIV positive people and uninfected partners.

Speaking at a workshop for MPs on how to tackle the AIDS epidemic, he added: ‘Before having sex with anyone, people will have to check their partners’ buttocks before proceeding,’

Campaigners furiously criticised the idea.

Swazi AIDS campaigner Siphiwe Hlophe said the system would contravene human rights laws.

She said: ‘How can a legislator lobby for the branding of HIV positive people?

‘We do not need legislators who think like him because some of the people who voted for him could be positive, why is he then discriminating them?

‘He must stop lobbying his colleagues for such but instead call for them to stop discriminating positive people.’

Swaziland Aids Support Organisation spokesman Vusi Matsebula added: ‘His utterances represent the views of someone who is still sleeping around.

‘Maybe the branding will help him know what kind of a person he is about to sleep with.’

Swaziland has the highest HIV infection rate in the world, with around 43 percent of the population believed to be living with the disease.

The tiny landlocked southern African kingdom has previously been criticised for its failure to tackle the condition.

In 2001 Swaziland’s king Maswati III was accused of dangerous double standards over HIV.

Police can forcibly take DNA samples during arrests, judge rules

In the first case of its type, a federal judge in California has ruled that police can forcibly take DNA samples, including drawing blood with a needle, from Americans who have been arrested but not convicted of a crime.

U.S. Magistrate Judge Gregory Hollows ruled on Thursday that a federal law allowing DNA samples upon arrest for a felony was constitutional and did not violate the Fourth Amendment’s prohibition of “unreasonable searches and seizures.”

Hollows, who was appointed by President George H.W. Bush, said the procedure was no more invasive or worrisome than fingerprinting or a photograph. “The court agrees that DNA sampling is analogous to taking fingerprints as part of the routine booking process upon arrest,” he wrote, calling it “a law enforcement tool that is a technological progression from photographs and fingerprints.”

“The invasiveness of DNA testing is minimal,” Hollows wrote (PDF). “The DNA can be taken by an oral swab, and even blood tests have been held to be a minimal intrusion.”

“We are very gratified with the ruling,” Lawrence Brown, acting U.S. attorney for the Eastern District of California, said in a statement. It also said that the U.S. Department of Justice “exercised its authority under the statute earlier this year and issued direction to various federal agencies to begin collecting the DNA of individuals who are arrested or facing charges, as has historically been the case with the collection of fingerprints.”

A bill that President Bush signed in January 2006 said any federal police agency could “collect DNA samples from individuals who are arrested.” Anyone who fails to cooperate is, under federal law, guilty of an additional crime.

In addition, federal law and subsequent regulations from the Department of Justice authorize any means “reasonably necessary to detain, restrain, and collect a DNA sample from an individual who refuses to cooperate in the collection of the sample.” The cheek swab or blood tests can be outsourced to “private entities.”

While other courts have ruled on the constitutionality of DNA sampling after conviction, this is the first case to deal with defendants who have only been accused of a crime. (The 9th Circuit, in U.S. v. Kincade (PDF), ruled that mandatory DNA testing of violent convicted felons on supervised release was constitutional; a dissent by Judge Alex Kozinski said that same logic could lead to mandatory testing of every American citizen: “The more DNA samples are included in the database, the better off we are: More guilty parties will be found, more innocents will be cleared and more unknown crime victims will be identified…”)

The defendant in the current case in California, Jerry Albert Pool, is accused of possessing child pornography in the form of illegal images of minors on his computer, a felony. He has no prior criminal record and has pleaded not guilty.

- Accused of slamming vehicle into matie’s car

A weird love triangle between a man, his wife and another woman with whom he lives took a turn for the worse last week when police arrested wife after she was accused of slamming her vehicle into her matie’s car.

As if that was not weird enough, the husband, who is separated, but not divorced from his wife, turned up and posted bail for her.

Information reaching THE STAR indicates that the man moved out of the couple’s home and took up residence with the other woman. Police say last Wednesday, the matie reported that she was at home when she was visited by the wife who drove up and demanded her husband.

The two got into an argument, during which the matie went into her Honda Civic. She was about to leave the premises when the wife drove her Toyota Hiace into the matie’s car.

The woman drove to the Spanish Town Police Station and made a report. Following investigations, the wife was taken into custody and charged with malicious destruction of property. But officers were surprised when the husband turned up at the station, posted the $50,000 bail for his wife and left with her.

Police say the matter is to be heard in the Spanish Town Resident Magistrate’s Court today.

Woman dies after also being attacked with pot

The cops now have in custody a Tivoli man who they allege forced a woman to drink acid and beat her in the head with a Dutch pot.

Rhona Graham, 50, who was also a Tivoli resident, died in hospital a week after being admitted in critical condition.

Information reaching THE WEEKEND STAR is that about three weeks ago, Graham was involved in an argument with her neighbours. The accused man, a respected and long-time thug from the community was called to quell the matter.

Before he could do so, however, he and Graham got into a tussle and he was said to have been assaulted by the enraged woman.

This was not taken lightly and allegations are that Graham’s life took a deadly turn within the next few minutes as the contents of a bottle of caustic soda was thrown down her throat.

But all was not over, Graham was then struck in the head repeatedly with a pot. She was later rushed to the Kingston Public Hospital.

The man implicated in the incident then fled the community but was held reportedly with an illegal firearm by police in Manchester on Wednesday.

His identification is being withheld, however, as he is not yet charged.

Head of the Kingston West Division, Superintendent Hugh Bish, told THE WEEKEND STAR the man is to be handed over to them after which investigations into Graham’s death will continue.

However, Superintendent Bish said there may be some difficulty in their investigation. “You know those communities operate with a code of silence so nobody wants to speak … . As a result, we will have to try to gain more forensic evidence … . We can go for him anytime now but we are not yet sure if he will even be charged,” Superintendent Bish said.

As such, the police are urging residents to come forward with any information they may have to assist with the investigations.

Relatives of the deceased woman declined to comment. However, some residents expressed disgust at the actions that claimed the woman’s life. “Is a wicked act, me a tell yu … . Di whole a di woman inside bun out … har head did soft like porridge. Nobody couldn’t even go look pon har a di hospital or dem woulda vomit,” one resident said.

5-Y-O GIRL SEXUALLY MOLESTS CLASSMATE

- Boy’s mother upset that school did not inform her

The mother of a five-year-old boy who was reportedly sexually molested at school by his female classmate is hopping mad at the school authorities who, she says, neglected to tell her about the incident until weeks later.

THE STAR was told that during the alleged incident, the boy was approached by the little girl, who unzipped his pants. It is reported that she placed the boy’s member into her mouth and then told him to put his mouth on her flesh. The boy, THE STAR was told, made a report to a teacher.

Traumatised and furious, the boy’s mother, Delmara Bennett, told THE STAR that she was not made aware of the incident until weeks after, when she went to a parent-teacher meeting and complained about her child being flogged by the school secretary.

She told THE STAR, “If I didn’t go to the PTA and speak out, I wouldn’t know what is happening. I work near to the school, I drop him off and pick him up every day. I am always there. They have my number and his father’s number. They could have contacted us.”

Bennett, who is now pregnant with another child, told THE STAR that she always participates in the school’s activities and is well known to the administration

, so finding her would not have been a problem. She said, “I am upset to know that my child was going through certain things and I don’t know. Look what my child was going through. My child is at risk and nothing has been done. It shocked me so much.”

Bennett told THE STAR that she was told that the girl had committed a similar act at another school and had been transferred to her son’s school. “I just can’t understand these schools,” she said.

The principal of the Clarendon-based school told THE STAR that it was not a deliberate move to hide the incident from Bennett. She said incidents of that nature happen at the school and many other basic schools quite frequently, and it was hard for administrators to remember everyone. She, however, said Bennett’s son had been counselled after the incident. She also said it was customary for parents to be contacted, but said this case “missed” them.

She also told THE STAR that the teachers did not actually witness the incident, but only heard about it from the student. She said parents are often told at PTA meetings of the various improper acts being carried out by some students, and said pornographic material and condoms were often taken from some of the students, who range in age from three to six.

Pyschiatrist Dr Leahcim Semaj said such behaviour from children is evidence of the fact that they live what they learn. He said children often do not understand the symbolism or implications of the things they do, and the best approach for a parent or counsellor to take is to place as little weight on the issue as possible.

He said, “What you need to do is, in a general way, say that is inappropriate behaviour, without creating too much anxiety or excitement, as that may do more harm than good. If you start to label a child, that could have a negative effect.” He said if the opposite is done, the children may develop issues with sex in the future.

TEACHER SHOCKS SCHOOL, STUDENTS

- Bends over, shows principal her buttocks

Students and teachers of an all-age school in St Andrew last week received the shock of their lives when a female teacher at the institution bent over and spread her buttocks in an act of disrespect to the principal.

A teacher at the school, who yesterday spoke to THE STAR on condition of anonymity, said the incident had left many at the school outraged at the very nerve of the teacher, whom term as “ghetto fabulous“.

The principal would not confirm or deny the incident. However, an official at the school said that the episode occurred as the principal approached the teacher with a camera attempting to take a picture of her (the teacher) selling students snacks from her classroom. The source said this was against established rules at the school. However, the teacher had breached this guideline several times and continued to do so, despite numerous warnings.

Information reaching The Star says that the teacher, who teaches grade-eight students, is well-known for her defiance and obnoxious behaviour.

She come here dressed in rubber flip-flop, tight colourful pants, tight blouse that sometimes shows her belly. Plus, she wears the most ghetto weaves every day.” The source continued: “The principal even tried going to classroom recently to carry out an assessment exercise and she shut the classroom door, locking out the principal.”

Further claims are that the teacher is almost always late for her classes and exercises very little supervision over her students. One official at the school said that students who pass through the teacher’s class usually play catch up in grade 9 as they are taught very little while under her tutoring. “All she does is sit, sells snacks, and stares into space, she hardly teaches anything,” the official disclosed.

Attempts to get a contact for the teacher at the middle of the saga were unsuccessful.

The school official told The Star that the institution would be taking disciplinary actions against the teacher for her disrespectful display of unprofessionalism.

RIHANNA TELLS COPS OF PAST FIGHTS:

One occurred three months ago in Europe, another later in Barbados.

*The New York Daily News is reporting that Rihanna informed police of at least two other occasions in which an argument with boyfriend Chris Brown had become physical.

A source tells the publication, “The first incident was in Europe about three months ago. It was a verbal dispute. She slapped him, he responded. He shoved her. There were no witnesses and no injuries.

The couple reportedly later fought in Barbados, with the source adding, “It was a fight over a Range Rover. She says he broke the window. Nobody was injured and it was not reported.”

However, the source also denied reports Brown had physically attacked Rihanna in the past, calling the claims “absolutely inaccurate.”

Brown has been charged with assault and making criminal threats after a Feb. 8 altercation with Rihanna left her with cuts, bruises and in need of medical care.

To be exact, the site is reporting that the female that triggered the bruising battle between Chris Brown and Rihanna is none other than Brown’s manager, Tina Davis.

VICK’S ATLANTA HOME STILL ON MARKET:

Eight-bedroom mansion failed to sell at auction.

Only two people attended Tuesday’s auction of Michael Vick’s mansion in Duluth, GA, which failed to sell after neither one of them brought a qualifying bid, which included a cashier’s check for $160,000.

Michael Vick’s Sugarloaf Country Club home was being auctioned as part of his bankruptcy case and had a minimum bid of $3.2 million, reports the Atlanta Journal-Constitution. The house has been on the market for more than a year, most recently listed by Funari Reality.

The following statement was issued by Funari agent Lance Hempen on Tuesday following the failed sale: “We are currently in ongoing negotiations. Because negotiations are still ongoing, we cannot discuss details concerning the sale of the property.”

The house has eight bedrooms, 11 bathrooms, a four-car garage and features a pool room, movie theater and indoor golf simulator. The home’s failure to sell will likely be brought before the bankruptcy judge in Virginia who issued the motion to auction the house.

Vick remains in Leavenworth Federal Penitentiary in Kansas, where he is serving a 23-month sentence for felony charges related to dogfighting. He is scheduled to be released on July 20. However, he could be released by May 21 to finish his term on house confinement.

Rates of chlamydia, syphilis on the rise in U.S.

Chlamydia infections now top 1.1 million, more than ever recorded. Syphilis cases are up for the 7th year in a row. And gonorrhea is not declining as hoped.

Rates of the sexually transmitted disease chlamydia are climbing in the U.S., and rates of syphilis — once on the verge of elimination — rose for the seventh consecutive year, the Centers for Disease Control and Prevention said Tuesday in its annual report on STDs.

Gonorrhea rates did not increase, but they ceased falling a few years ago, frustrating goals set by public health leaders.

Chlamydia infections in the United States now top 1.1 million, the most since record-keeping for the disease began and the most for any STD that doctors are required to report, according to 2007 data, the latest available.

Cases of gonorrhea, which peaked in the 1970s at about 1 million and then dropped for years, remain flat at 355,991, according to the CDC report. The disease is the second-most common STD for which data are collected by law.

Women bear the brunt of both chlamydia and gonorrhea, especially their long-term consequences, CDC officials said.

Untreated, both can lead to pelvic inflammatory disease — an infection of the uterus and fallopian tubes that can cause chronic pain, infertility and life-threatening ectopic pregnancy, or pregnancy outside the uterus.

Chlamydia and gonorrhea “lead to tremendous problems in our female population, with fertility leading the list,” said Dr. John M. Douglas Jr., director of the CDC’s Division of STD Prevention.

Infection with the bacterium Chlamydia trachomatis can cause a discharge from the vagina or penis and a burning sensation when urinating, but often does not. Although the consequences are most severe for women, in men, an untreated infection can spread to the epididymis — the tube that carries sperm from the testes — causing pain, fever and, rarely, sterility.

The report found that chlamydia infections occurred at a rate of about 370 per 100,000 people in 2007. That’s a 7.5% increase from 2006.

Part of that increase may be due to better detection, Douglas said. More people, especially women, are being screened, and a more sensitive test is now in use.

Even so, many people with the disease are not identified, and public health officials believe that the true number of chlamydia infections is closer to 3 million. Young men especially often don’t go to the doctor and thus never learn of their infection, but continue to infect their partners, said Linda M. Niccolai, an epidemiologist at Yale School of Public Health.

The bacterial infection is easily treatable with antibiotics, Niccolai added.

The data for gonorrhea — 119 reported cases per 100,000 people, similar to the rate in 2006 — have some health officials doubting that they can reach their 2010 goal for this disease of 19 cases per 100,000.

But more alarming is the continued rise of syphilis, a still rare but more serious STD. Reported cases of syphilis rose in 2007 to 11,466, or 3.8 cases per 100,000 people. That is a 15% increase from 2006 and represents yet another increase after a decade of decline in the 1990s.

In 2000, public health officials believed that syphilis was close to being eliminated, but a dramatic jump in infections among gay and bisexual men reversed the downward trend. Men who engaged in homosexual sex made up 65% of the 11,466 cases reported in 2007, roughly the same as in 2006.

As in previous years, chlamydia, gonorrhea and syphilis continued to disproportionately affect African Americans and, to a lesser extent, Native Americans, Alaska Natives and Latinos.

Public health officials attribute the disparities to socioeconomic and cultural factors, including lower access to regular healthcare and distrust of the healthcare system.

Los Angeles County launched a series of public health campaigns in mid-2007 that target young African American women and Latinas as well as gay and bisexual men. The Los Angeles area had the most cases of chlamydia of any metropolitan area in the country — 440,030 in 2007 — and the second-highest number of gonorrhea and syphilis cases.

Dr. Jonathan E. Fielding, county director of public health, called on private practitioners to routinely screen patients for STDs, especially sexually active young women, and to press for partners to be treated. “There are things that could make a huge difference, and they’re just not getting done,” Fielding said.

Sexually spread diseases up, better testing cited

ATLANTA (AP) — Sexually spread diseases — for years on the decline — are on the rise, with reported chlamydia cases setting a record, government health officials said Tuesday.

The increase in chlamydia, a sometimes symptomless infection that can lead to infertility in women, is likely because of better screening, experts said. In 2007, there were 1.1 million cases, the most ever reported, said officials at the Centers for Disease Control and Prevention.

At least 15,000 women become infertile each year because of untreated chlamydia and gonorrhea infections, said Dr. John M. Douglas Jr., director of the CDC’s Division of STD Prevention.

Syphilis cases, which number only in the thousands, also rose modestly, while the number of gonorrhea cases remained roughly the same. Syphilis can kill, if left untreated, but chlamydia and gonorrhea are not life-threatening.

Chlamydia can infect men, but rates are nearly three times higher for women. That’s at least partly due to 1993 federal recommendations that emphasize testing for sexually active women age 25 and under. That focus on screening in recent years is no doubt driving the record numbers, said Dr. Jonathan Zenilman, a professor of infectious diseases at the Johns Hopkins University School of Medicine.

“The issue with chlamydia is the more tests, the more you’ll find,” Zenilman said.

The percentage of young women being tested for the infection rose by double digits from 2003 to 2007, according to the National Committee for Quality Assurance, a nonprofit that monitors health care.

The latest case numbers for chlamydia translate to a rate of 370 cases per 100,000 people in 2007, up 7.5 percent from 2006.

The reported cases are just part of the picture. Health officials believe as many as 2.8 million Americans get chlamydia each year.

Many men and women have no symptoms from it. Some women experience pain in their lower abdomen or notice a burning sensation or a pus-like discharge when they urinate. Some men may also feel a burning during urination or have a discharge.

Gonorrhea cases appear to have plateaued and are currently at about 356,000 cases. Syphilis was on the verge of being eliminated in the United States about 10 years ago, but lately has been inching up. More than 11,000 new cases of the most contagious form of the disease were reported in 2007.

Syphilis is relatively rare but has become a growing threat, particularly for gay and bisexual men, who accounted for about 65 percent of the 2007 cases.


Homosexual Men Account for 65 Percent of Syphilis Cases, CDC Study Finds

(CNSNews.com) – The federal Centers for Disease Control and Prevention (CDC) says homosexual men accounted for 65 percent of the nearly 12,000 cases of syphilis in the United States in 2007, making them the “primary driver” of increased syphilis rates overall.

In a report on sexually transmitted diseases (STDs) issued Tuesday, the government said syphilis, a disease that was almost eliminated as a public health threat less than 10 years ago, is on the rise — with cases increasing each year since 2000.

It remained a serious health threat in the United States in 2007, the latest year for which statistics are available, largely because of increased transmission among “men who have sex with men” (MSM) in the United States, according to the CDC.

Dr. Gary Rose, president of the Texas-based Medical Institute for Sexual Health, told CNSNews.com that there are several factors behind the rise.

“One of the problems for men who have sex with men is that their sexual encounters are frequently anonymous,” Rose said. “The more partners you have, the higher the risk of transmission for any sexually transmitted infections.”

Rose said the government has spent a lot of time and money promoting condoms among men who have sex with men.

“Condoms are 85 percent effective against HIV in vaginal intercourse,” he said, “but there really have been no good studies on their use in anal intercourse.”

But even among heterosexuals when condoms are used 100 percent of the time, the amount of risk-reduction is only 50 percent.

Chlamydia, meanwhile, is at an all-time high, increasing nearly 7 percent since 2006, the report said.

Rose said one thing that most people don’t understand is that gonnorhea, syphilis and Chlamydia can be transmitted through oral sex.

“That is, of course, a problem, not only for men having sex with men, but it is also an increasing problem for young people – especially black teens.”

African-Americans, who make up 12 percent of the U.S. population, accounted for almost 50 percent of syphilis and chlamydia cases (48 percent and 46 percent respectively) – and a whopping 70 percent of reported cases of gonorrhea in 2007,  CDC reported.

Young black women, 15- to 19-years-old, had the highest rates for both chlamydia (9,647 cases per 100,000 population) and gonorrhea (2,956 cases per 100,000 population) of any group.

The racial disparities in STD rates are among the worst health disparities in the nation for any health condition, according to Dr. John M. Douglas Jr., director of the CDC’s division of STD preventione.

“We must intensify efforts to reach these communities with needed screening and treatment services,” Douglas said. “Testing and the knowledge of infection is a critical first step toward reducing the continued consequences of these diseases.”

Knowledge is especially key to fighting Human Papillomavirus, or HPV.  – a major concern of health educations, Rose said.

“The number of cases of head and neck cancer are rising significantly, because HPV attacks the tissues of the head and neck in the same way it attacks the cervix,” Rose told CNSNews.com.

HPV is a major cause of cervical cancer among women – and a woman can unknowingly have the virus for years before tumors are triggered.

CDC estimates that almost 19 million new sexually transmitted infections occur each year – with almost half of those among 15- to 24-year-olds. STDs cost the U.S. health care system as much as $15.3 billion annually.

About 68 per cent of the people living with HIV are in sub-Saharan Africa, making this the most severely affected region. This 68 per cent of the global HIV total means that this region in Africa has about 22.5 million of the 33.2 million people living with HIV in 2007.

Yet, in spite of cultural and socio-economic barriers in effecting sex-related behaviour change in Africa and Jamaica, the HIV/AIDS news has not been all gloom and doom. In sub-Saharan Africa, for example, the World Health Organisation reports that there were an estimated 1.7 million new HIV infections in sub-Sahar

an Africa in 2007, but this was a significant reduction since 2001. The experts are seeing a trending down in these figures; they are in fact reporting a levelling off in global HIV prevalence.

The local HIV figures released last week by the health ministry also indicate some positive changes. See the figures for the last five years extracted from the Ministry of Health’s chart on reported AIDS cases and death (1982 to 2007).

Fewer cases reported

Certainly, fewer cases of AIDS we

re reported between 2006 and 2007 (the health ministry is reporting a 30 per cent decline in AIDS cases) and there has been a trending down in the number of people dying from the disease, perhaps as a result of the aggressive heavily subsidised antiretroviral treatment programme.

In fact, elsewhere in the report, the health ministry reported a ‘decrease in AIDS deaths and cases is attributed to the introduction of public access to antiretroviral treatment in 2004, prophylaxis against opportunistic infections and improved laboratory

capacity to conduct investigations such as CD4 counts, viral load and PCRs. These factors have resulted in a general improved quality of care’.

See below another interesting extrapolation from a health ministry chart titled, Annual AIDS case rate in Jamaica, St James and Kingston and St Andrew (rate per 100,000, 1982 to 2007).

Multiple partnerships

For the five years in the chart, the AIDS case rate (the number of cases per 100,000 of population) is highest in the parish of St James, soaring above the nation

al case rate and that for Kingston and St Andrew but even these rates have been trending down except for a spike in 2005.

The real troubling issues in this latest HIV/AIDS report appears to be the propensity in the population for multiple partnerships and unstable sexual relations, the high rate of transactional sex (that is, sex inexchange for gifts and money) and the fact that so many teenagers and young people in their early 20s are having sex with much older partners, thus limiting their ability to negotiate the terms of the relationships.

On the issue of multiple partnership, 47 percent of people in the 15 to 24 year old age group report multiple partnerships and in the 25 to 49 year old age group 33 per cent reported multiple partnerships. In the total population, 61.5 per cent of men reported multiple partnerships compared to 16.8 per cent of women.A significant percentage of men who have sex with men are also having sex with women. Men on average had 5.68 partners

while women had 2.91 partners (data from the KABP Survey, 2008). The picture painted here is of a population having a lot of indiscriminate sex all over the place,cutting across age and socio-economic groups.

Multiple partnerships, the latest HIV/AIDS report indicates, continue to drive the epidemic. Other factors also contribute to spread: early initiation of sexual activity here in Jamaica; limited life skills and sex education; insufficient condom use; stig

ma and discrimination; commercial and transactional sex; substance abuse; men who have sex with men and homophobia and gender inequity and gender roles.

Other facts to note:

About 73 per cent of all AIDS cases reported in 2007 are in the 20-49 year old age group.

87 per cent of all reported AIDS cases are between 20 and 60 years old. This is similar to the breakdown for all AIDS cases reported since 1982, of which 74 per cent are in the 20 ‹ 49 year old.

Gov’t, private sector failing AIDS victims, says JHTA president

President of the Jamaica Hotel and Tourist Association (JHTA), Wayne Cummings, has classified some of the country’s private- and public-sector leaders as “uninformed” for proposing to test and screen the workforce for HIV/AIDS.

Speaking at the unveiling of the docudrama, Unfold the Truth for Life – Follow Facts not Fashion, on World AIDS Day, Monday, the JHTA official blasted the country’s leaders for starting the process of arresting the debilitating disease at ground zero.

“I am not saying that Government has not been very helpful to a lot of people, but they have failed and so has the private sector, by giving the situation the best of lip service,” stated Cummings in his address to educators, students, hospitality workers and sponsors of the accelerated private-sector response programme steered by Sandals, Beaches and the Negril Chamber of Commerce.

Response to criticism

In response to the criticism, president of the Jamaica Employers’ Federation (JEF), Wayne Chen, told The Gleaner the testing proposal was in line with accepted practices worldwide and was fully recognised by the International Labour Organisation.

“We are aware that it is a very sensitive issue, one we have to confront at individual and family level, and know that as employers we cannot force people to be tested, we would rather urge them to get tested.”

The Department for International Development funded the $4.2-million prevention and awareness programme aimed at unveiling the truth and fiction about HIV/AIDS to adolescents in the parishes of Hanover, St James and Westmoreland.

“We have a job to stand up now and defend the cause of those affected with HIV,” Cummings urged the audience, while revealing his intimate understanding, having lost friends and family members to the disease.

Disagreed with belief

Clearly disheartened by the recent debate in Parliament pertaining to the workplace policy for persons suffering with HIV/AIDS, he said he disagreed with the belief that employers should have the right to testemployees.

“The problems that Jamaica has had is the stigma attached to this and if we continue to drive people underground, the disease will continue to be a scourge on our nation,” Cummings said. He added that once the disease is well managed, people living with it can be productive, hard-workingemployees.

He said the private sector has failed in that it has not availed itself of the information and that it should be lobbying Government to protect people living with the condition.

“Their largest grouse is what they expect to be their bottom line in health care,” Cummings summarised.

Taking off his JEF hat, Chen, the Super Plus Food Stores boss, said his personal view was that he should have the right to test his employees.

“I am in the food business and all my workers must have food handler’s permits, so I am in a different situation.”

He was quick to point out that employers who screen their workers should ensure they don’t use the information to discriminate against their employees.
